CITIZEN'S CHARTER ACT

GOALS GOALS
Home | Millennium Development Goal Pilot Site

GOAL NO. 1 - ERADICATE EXTREME POVERTY & HUNGER

For 2009, the local government unit of Muñoz has pushed all the necessary efforts to lessen the worst effects of poverty to humanity. Making use of its resources, the leaders have implemented various programs for development, particularly in providing the people an improved quality of life.

Aside from the provision of livelihood programs for the women sector, the city government also constructed various infrastructure projects (i.e. Wet Market Building in Poblacion West, Powerhouse Extension, Barangay Halls, Stages and Multi-purpose Gymnasium) and demonstrated new farm system inputs to small-scale farmers to achieve higher yields of rice.

GOAL NO. 2 - ACHIEVE UNIVERSAL EDUCATION

The right to education has been described as a basic human right. Nowadays, high risk of educational underachievement for children is from low-income housing circumstances. In this regard, the city government capitalizes its resources to provide all Muñozonians an access to universal education and to deliberately develop their physical abilities to accumulate knowledge, skills and values from high-quality institutions.

For this year, the city government intensified the provision of day services to develop the potential of individuals at the early stage of his/her life. Schools and classrooms were built and more teachers were added to maintain the optimum ratio of 1:42:1.

GOAL NO. 3 - PROMOTE GENDER EQUALITY AND EMPOWER WOMEN

Gender equity, specifically "women's rights" is related to human rights. For years, the city government recognizes the rights of women and children, ensuring that they all have equal opportunities to develop their talents. Achieving development in a sustainable manner is possible if men and women are afforded with equal rights and privileges.

With this, the needs of the Senior Citizens are being addressed through the Special Social Service Program which entails the provision of PhilHealth Cards, socialization and availment of OSCA IDs. Newly married couples also underwent marriage counseling to strengthen family relationships and to help them learn the essentials of child-bearing and nurturing.

GOAL NO. 4 - REDUCE CHILD MORTALITY

The global problem of under 5 child mortality and death of infants in most developing countries can be associated with malnutrition and lack of water supply availability. Inadequate nutrition in childhood undermines the ability of individuals to develop their capacity. Therefore, an improved hygiene could lessen child mortalities, particularly with those living in slum areas.

In addition to providing vaccines and antibiotics for children, the city government of Muñoz and the RHU has been advocating for the provision of regular mass weighing for children below 5 years old to monitor their nutritional status. Barangay Nutrition Scholars are also present in barangays to ensure that all children have access to medicines and other health-related services.

GOAL NO. 5 - IMPROVE MATERNAL HEALTH

Most women or "mothers" are always at risk of death and complications from pregnancy. With proper nutrition, appropriate pre-natal care and healthy lifestyle, mortalities and disparities among population will be prevented. As early as possible, government entities must support the physical and emotional needs of woman, infant and family.

In relation to this, the city government supports national surveillance system to monitor trends and investigate health issues on reproductive health. The Rural Health Unit of Muñoz has been promoting better public health care practice, policy and strategies to reduce the proportion of women who died due to pregnancy.

GOAL NO. 6 - COMBAT HIV / AIDS, MALARIA AND OTHER DISEASES

Influenza, malaria, dengue and tuberculosis are some of the most common diseases that pose a serious threat to human health. If not addressed promptly, children will be most vulnerable to diseases that are infectious and transmittable.

Aimed at combating emerging and re-emerging infectious diseases, the city government strengthened its attempt to better protect the population. Treatment and control programs that exist in the health care systems have been implemented. Long-standing efforts to address acute respiratory infections, diarrheal diseases, vaccine-preventable diseases and malaria in children have also been initiated.

GOAL NO. 7 - ENSURE ENVIRONMENTAL SUSTAINABILITY

Many of the world's environmental issues we are facing nowadays, from climate change to ozone depletion are all global in nature. It is timely that the principles of sustainable development be integrated in institutions (public or private) to reverse the loss of environmental wealth and resources.

Different efforts to ensure environmental sustainability have been done in Muñoz to minimize the adverse impacts of external threats in local communities. The proportion of population with access to improved sanitation and water supply has shown a significant increase in the past years, and the mainstreaming of environmental sustainability has been internalized by the city stakeholders.

GOAL NO. 8 - DEVELOP A GLOBAL PARTNERSHIP FOR DEVELOPMENT

Establishing global partnerships in both national and international range will be beneficial in acquiring new information and communication technologies and in developing an open, rule-based trading with commitment to good governance, development and poverty reduction. Global partnerships make an essential difference in improving the quality of life of people in poor countries.

Cognizant with this, the city government has established world-wide linkages and networks to facilitate decent works for youth, women, agencies (GOs and NGOs), institutions and civil-society groups, who act as partners for development. Likewise, the city encourages the conduct of various capacity building programs to create good business practices and good governance.
